Tibberton Parish Council is seeking a proactive, highly organised, and community-focused individual to serve as its Clerk and Responsible Financial Officer (RFO).

Location:
Primarily home-based, with monthly meetings in Tibberton and occasional visits to post notices and supervise the Lengthsman’s work.
Hours & Salary:
- Part-time: 30 hours per month (including evening work)
- Salary: LC2 SCP 18–23 (in line with national pay scales)
Role Overview:
As Clerk and RFO, you will be the Proper Officer of the Council, responsible for ensuring its civic, administrative, and financial functions are carried out professionally and lawfully. You will advise the Council on policy, manage its services and finances, and act as the primary point of contact for internal and external stakeholders.
Key Responsibilities Include:
- Preparing agendas and minutes for all Council meetings
- Advising on legal and procedural matters
- Managing the Council’s finances, budgets, and audits
- Ensuring compliance with statutory obligations
- Maintaining the Council’s website and public communications
- Supporting councillors and liaising with external bodies
- Overseeing Health & Safety, GDPR, and employment matters
Essential Requirements:
- CiLCA qualification (or willingness to obtain within one year)
- Strong administrative and financial management experience
- Excellent written and verbal communication skills
- Ability to work independently and manage varied responsibilities
- IT proficiency, including Microsoft 365
Desirable Attributes:
- Experience in local government or similar public sector role
- Knowledge of Tibberton and its community
- Project management and public engagement experience
